Obituary

Kathleen (Kathy) Harvey, 73, passed away peacefully at home on October 12, 2026, surrounded by her loved ones.

Kathy was born in Roseburg, Oregon to W. Harold and Venetta Riggs, joining her older brother, Larry. She spent her first four years on the family farm in Sutherlin, Oregon, before the family moved to Prineville, Oregon, where her younger brother, Wayne, joined the family. A year later, the family settled in Milton-Freewater, Oregon, where her parents remained after retirement.

Kathy had a love for music and the arts. She played the piano and sang in the high school choir. She was gifted in crafting and sewing. Her family was fortunate to receive many of her handmade creations, each a special reminder of her creativity and thoughtfulness.

Kathy married her high school sweetheart, Tony Locke, and together welcomed their daughter, Tamara (Tami) Jo. Although their marriage ended shortly after Tami's birth, Kathy's story of love continued when she met her soulmate, Michael (Mike) Harvey. They married in 2000. Kathy was fortunate to add Mike's two daughters, Maryn and Carrie, into her family.

Throughout her working years, Kathy held several positions including one with the City of Walla Walla. She then joined Mike at Mike Harvey's Plumbing, where she spent the final 20 years of her career as the company's beloved "Office Manager Extraordinaire". Her dedication and contributions were an important part of the business they built together.

After selling the business in 2016, Mike and Kathy moved to Lewiston, Idaho to enjoy retirement. They especially cherished time spent at their cabin in Northern Idaho where she hiked, picked wild huckleberries, and enjoyed the beautiful purple wildflowers with her side-kick Mika, her miniature chocolate healer, who was always by her side.

Kathy was preceded in death by her parents, and brother Larry. She is survived by her husband, Mike; her brother Wayne Riggs (Jolene); her daughter, Tamara Mooney (Dennis), bonus daughters Maryn Harvey-Eslinger, and Carrie Harvey-Marion, five grandchildren, and five great-grandchildren.

A graveside service will be performed Monday, October 19, 2026 at 11:00 a.m. at Milton-Freewater Cemetery. A celebration of life will be held immediately after at Eternal Wine, Hwy 11, Milton-Freewater, OR.
